Fractured scaphoid after passing PRMC

Hi,
My son mildly fractured his scaphoid after passing his PRMC in August and has been discharged as fully healed from the hospital. On returning his letters relating to this the careers office have said he may have to wait a whole 12 months. Needless to say they said this might not be the case but obviously now we are worried. Please can someone help us ?
he is currently waiting for a medical date with Capita - will this be a tick box exercise ?
