Help - Can you identify what this sleeve means - insignia

Hello,
My dad was in the navy but I know little of what he did. I have been struggling to find out what these badges and stripes mean, I would be grateful for any help.

To state to obvious the top badge is a pair of wings and with our a Crown on it I would doubt if it was RN the lower part of the badge has a C in the middle of it now the only thing that would warrant a C is that of a Captain of the plane the only planes have Captain on them are Cviilian airlines
